400;\">En el D\u00eda Mundial de los Humedales, vale la pena detenerse un momento y reflexionar. Reflexionar sobre lo que hemos avanzado, pero tambi\u00e9n sobre lo fr\u00e1gil que sigue siendo la protecci\u00f3n de estos ecosistemas esenciales. Desde Fundaci\u00f3n Legado Chile llevamos 11 a\u00f1os trabajando por la protecci\u00f3n y restauraci\u00f3n de humedales urbanos, impulsados por la convicci\u00f3n de que no hay desarrollo posible sin una naturaleza sana. Han sido a\u00f1os de trabajo persistente, sostenidos por equipos profundamente comprometidos, capaces de hacer mucho con recursos limitados. Es que en Chile se invierte en conservaci\u00f3n menos de $600 pesos por hect\u00e1rea al a\u00f1o.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7c00de26 elementor-widget elementor-widget-text-editor\" data-id=\"7c00de26\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Los humedales son ecosistemas clave para la salud del planeta y para nuestra propia calidad de vida. Proveen una amplia gama de servicios ecol\u00f3gicos, sociales y culturales que no solo sostienen la vida, sino que tambi\u00e9n hacen posible una convivencia m\u00e1s arm\u00f3nica y digna en los territorios. Son verdaderas esponjas naturales: absorben y retienen agua, regulando el ciclo h\u00eddrico y permitiendo contar con este recurso vital en per\u00edodos de sequ\u00eda. Adem\u00e1s, act\u00faan como sumideros de carbono, capturando y almacenando CO\u2082, contribuyendo as\u00ed a mitigar los efectos del cambio clim\u00e1tico. En ellos habita una extraordinaria diversidad de flora y fauna: plantas medicinales, especies comestibles y un sinn\u00famero de aves, organismos acu\u00e1ticos y especies terrestres que dependen de estos ecosistemas para sobrevivir.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7cdc1ff elementor-widget elementor-widget-text-editor\" data-id=\"7cdc1ff\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Sin embargo, en los \u00faltimos 50 a\u00f1os el mundo ha perdido cerca del 35% de sus humedales, y Chile no ha sido la excepci\u00f3n. Seg\u00fan Naciones Unidas, se trata del ecosistema m\u00e1s amenazado del planeta, desapareciendo a un ritmo tres veces mayor que el de los bosques. Esta p\u00e9rdida no es abstracta: implica mayor vulnerabilidad frente a inundaciones, escasez h\u00eddrica, p\u00e9rdida de biodiversidad y deterioro de la calidad de vida en nuestras ciudades.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-11dc9eed elementor-widget elementor-widget-text-editor\" data-id=\"11dc9eed\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">En este contexto, la promulgaci\u00f3n de la Ley 21.202 de Humedales Urbanos, en 2020, fue sin duda una buena noticia y un avance significativo. Por primera vez, se reconoci\u00f3 formalmente la relevancia de estos ecosistemas y se estableci\u00f3 la necesidad de incorporar criterios de sostenibilidad en las decisiones que orientan el crecimiento urbano. A la fecha, se han declarado 145 humedales urbanos, reflejo del compromiso de decenas de municipios a lo largo del pa\u00eds. Algunos han logrado integrar estas declaratorias en sus instrumentos de planificaci\u00f3n y gesti\u00f3n, avanzando hacia una protecci\u00f3n efectiva. Otros, en cambio, a\u00fan enfrentan serias limitaciones de recursos, tiempo y capacidades t\u00e9cnicas internas.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-494fd815 elementor-widget elementor-widget-text-editor\" data-id=\"494fd815\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Lo m\u00e1s preocupante es lo que ha ocurrido en los \u00faltimos a\u00f1os, cuando tribunales ambientales han anulado total o parcialmente algunas declaratorias tras reclamaciones presentadas por privados. Estos fallos nos recuerdan que la institucionalidad ambiental sigue siendo fr\u00e1gil y que opera en un escenario donde conviven e interact\u00faan m\u00faltiples grupos de intereses, algunos de ellos anclados en visiones miopes que fantasean con un desarrollo que no depende de una naturaleza sana. En esa discusi\u00f3n, es importante no caer en la idea de que proteger la naturaleza es un freno al bienestar o una traba para avanzar. Las pol\u00edticas de protecci\u00f3n ambiental y territorial existen por una raz\u00f3n. No se trata de elegir entre ecosistemas o personas, sino de comprender que el bienestar humano depende de sistemas naturales sanos y biodiversos, de suelos estables, de cursos de agua protegidos y de planificaci\u00f3n responsable.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-435e9361 elementor-widget__width-initial elementor-widget elementor-widget-text-editor\" data-id=\"435e9361\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Chile ha dado pasos importantes para fortalecer su institucionalidad ambiental, avanzar en sus compromisos de carbono neutralidad y proteger la biodiversidad, como los humedales, o la meta de resguardar el 30% del territorio terrestre y marino al a\u00f1o 2030. Cada uno de estos avances ha sido fruto de largos procesos de investigaci\u00f3n, di\u00e1logo y negociaci\u00f3n. Sin embargo, en un contexto marcado por la crisis ambiental, la incertidumbre, la desinformaci\u00f3n y democracias tensionadas, es fundamental mantenernos alertas para no retroceder.
